RICHARD A. BOUCHER

Richard Boucher is a seasoned attorney with nearly four decades of experience in business law, family law, civil litigation, probate, and real estate.

A proud Dayton native, he graduated from Oakwood High School, earned his Bachelor of Science in Communication from Ohio University, and received his Juris Doctorate from Capital University in Columbus in 1985.

Richard’s career includes being the youngest partner at Altick & Corwin Co., L.P.A., a well-established full-service law firm with more than 20 attorneys. Since 1991, he has served as a Magistrate for the Kettering Municipal Court, overseeing the entire civil docket, including thousands of civil trials and small claims cases.

In addition to his legal practice and judicial role, Richard owned Augusta Title Agency, Inc., a full-service real estate title company, for over 14 years. His broad background in both the legal and business sectors allows him to provide comprehensive, informed counsel to his clients.

Richard is committed to exceptional service, ensuring timely responses to calls, emails, and client inquiries.

Outside of Work

Richard and his wife, Lisa, have been married for forty years and reside in Kettering. They are proud parents of twin sons who played football and graduated from Miami University. Outside of work, Richard enjoys spending quality time with Lisa, their family, and their four grandchildren.

JULIA C. KOLBER

Julia Kolber is an experienced family law attorney serving the Dayton area for over twenty years.

A graduate of Archbishop Alter High School in Kettering, she earned her Bachelor’s of Art in Sociology and Criminology from Ohio University before receiving her Juris Doctorate from the University of Dayton School of Law in 2004.

Julia joined Richard in practice in 2009 and became a partner at Boucher & Kolber in 2020. She focuses on helping families navigate difficult legal challenges, specializing in divorce, child custody, child support, adoption, abuse and neglect cases, and parentage and dependency matters.

Julia is dedicated to ensuring her clients can focus on what matters most: their future. She brings empathy, dedication, and expertise to every case, understanding the profound impact legal matters have on lives.

Outside of Work

Outside of work, Julia lives in Centerville with her husband, John, and their three daughters. They’ve been married for over 15 years and are deeply rooted in their community.

Kimberly R. Saine

OFFICE MANAGER

With over thirty years of experience in office operations and legal support, Kim is the cornerstone of efficiency at Boucher & Kolber. As Office Manager, she oversees day-to-day firm operations, handles administrative tasks, client relations, and team coordination. Kim ensures an organized environment that supports the firm’s commitment to excellence and helps create positive experiences for clients and staff alike.

Kim is married and the proud mother of a daughter and a son. Outside the office, she values quality time with family and friends and enjoys a variety of hobbies, including cooking, gardening, and exploring new plants and flowers. She also finds relaxation in listening to audiobooks, often unwinding with a good story after a busy day. In addition to her professional and personal accomplishments, Kim is a proud veteran who honorably served her country—an experience that continues to inspire her dedication, resilience, and strong sense of service in all that she does.

Melanie S. Elkins

PARALEGAL

Melanie is an accomplished paralegal with nearly twenty years of legal experience, including over a decade focused on family law. She earned her Associate of Applied Science in Paralegal Studies from Sinclair Community College and continued her education at Ohio University. Since joining Boucher & Kolber in 2018, Melanie has distinguished herself as a leader in her field, earning recognition as Sinclair Community College’s Paralegal of the Year in 2021.

Melanie supports attorneys by managing case files, client communications, document drafting, and court filings. Her calm, compassionate approach and attention to detail are invaluable in sensitive matters such as child custody, adoptions, divorce, and parenting plans.

Outside the office, Melanie enjoys spending time with her husband, kids, and grandkids. She also loves hiking, staying active, and curling up with a good book.

Mary began her career at Boucher & Kolber in 2014 as a paralegal intern, graduating from Sinclair Community College with an Associate of Applied Science in Paralegal Studies that same year. She became a full-time member of the team in January 2015.

With extensive experience in both office administration and as a paralegal, Mary specializes in business law, civil litigation, and estate planning. Her strong attention to detail and deep understanding of legal processes make her an invaluable part of the Boucher & Kolber team. Mary drafts legal documents, conducts research, and supports attorneys throughout the litigation process—offering clients critical guidance during challenging times.

Mary and her husband share their home with two beloved little dogs. In her free time, she enjoys spending time with her husband and family, thrifting, antiquing, and discovering hidden gems around town.
